Regulations on 27 June, 1874 - mainly touched on the question of the previously existing institute of village community conciliators. By this Regulation, the village community conciliators were abolished, and in their place the so-called indispensable members of the "district presences in peasant affairs" were appointed, which concentrated virtually all of the peasant administration in their hands.
