With reference to the C.-in-C.’s. report, No. 541/s, I recommend that a commission of judicial investigation be appointed under the chairmanship of Zinoviev with the participation of Natsarenus and of a third person to be co-opted by Zinoviev and Natsarenus from the Party members in the Fleet.
